GPICA March 2026 Meeting Minutes

Call to Order

The meeting was called to order. Attendees were asked to silence phones and take side conversations outside.

Guest Speaker Presentation – Dr. Randall Wells

Dr. Randall Wells, Director of the Sarasota Dolphin Research Program, presented a lecture on bottlenose dolphin research in Sarasota Bay and Southwest Florida. He discussed dolphin behavior, communication, diet and conservation challenges. The Sarasota Dolphin Research Program, established in 1970, is the longest-running dolphin conservation study in the world. Research methods include photographic identification, acoustic monitoring, tagging, biopsy sampling and ecological monitoring of prey species. Local dolphin populations demonstrate long-term residency and complex social structures. Major threats to dolphins include fishing gear entanglement, boat strikes, habitat loss, pollution and red tide. Dr. Wells emphasized the importance of public awareness and responsible boating and fishing practices. (Read more about his presentation here.)

Audience Questions

Attendees asked questions regarding dolphin diet, mercury contamination, differences between dolphins and porpoises, dolphin behavior around boats, predators, satellite tracking technology, and dolphin communication.

Board Introductions

The association introduced the new Board of Directors. Members were encouraged to visit the GPICA website for additional information about board roles and contact details.

Treasurer’s Report

February Financial Summary:
– Income: $575
– Expenses: $581
– Net: -$6.02

Year-to-Date:
– Income: Approximately $1,500
– Expenses: Approximately $760
– Net Income: $733

Total liquid assets exceed $15,000 across checking accounts, money market accounts, and petty cash. The association continues transitioning some investments from certificates of deposit to U.S. Treasury securities to obtain higher interest rates. A financial review for fiscal year 2025 is underway and expected to be presented at the next meeting.

Approval of Previous Minutes

Approval of previous meeting minutes was postponed due to a family bereavement affecting preparation of the minutes. Two sets of minutes will be presented for approval at the next meeting.

Zoning and Development Committee Update

A hearing regarding the proposed Bocilla cell tower is scheduled for March 11 at 9:00 AM in downtown Fort Myers. The county planner has recommended approval of the tower’s special exception and variances. Residents were encouraged to attend the hearing and provide comments related to applicable land development code issues. If the hearing examiner approves the project, the issue may still proceed to the Board of County Commissioners.

Development Committee Activities

The newly formed development committee continues monitoring local development projects. Members noted challenges in obtaining timely information from Lee County systems and plan to meet with county officials to improve transparency and access to development information.

Community and Environmental Initiatives

A pine tree seedling giveaway distributed 1,000 seedlings to residents. The event generated $305 in donations, approximately 30 new email subscribers, and several new GPICA members. The program is expected to continue next year.

Community Announcements

Island cleanup efforts continue with strong participation. The Calusa Land Trust will celebrate its 50th anniversary with a community picnic. The Matlacha Civic Association gala celebrating the community’s 100-year anniversary is nearly sold out.

Infrastructure Updates

Work continues on the Little Pine Island Bridge. Intermittent traffic stops began for construction operations. A bridge reopening celebration is anticipated around March 24.

Upcoming Meetings

The next GPICA meeting will include a presentation from Code Enforcement representative Elaine Murphy. No meeting will be held in July.
